How to solve ambiguous call between constants and an overloaded function?

I have a global constant call count and a global function call()

They both contain the same name and different type, const string & and void.

class Test_Class

private:

static string count;

static void call();

This is my code snippet. When I write

Test_Class::count = "Count";

Test_Class::call(); //This works fine

count = "Call";

call(); // this gives ambiguous call, when I create a default constructor for Test_Class

Why does this error happen? How to solve this problem?

If I write like below then it gives me an error for unnamed namespaces.

I can do something like this by putting everything in the class, but I think this is not preferred.

string Test_Class::count = "Count";

void Test_Class::call()

{
